Update: Issue came back not even 2 weeks later. 2nd HOA plumbing company came, $819 today and another visit upcoming, bc the camera system couldnt get through the T section so they have to come back. Have to get new toilet but HOA is paying and will go after neighbor once confirmed.

Cpr did write to replace toilet, likely standard procedure to see if issue returns after traps cleared in toilet to get a call back and further diagnose. Im not upset with em, kinda expected this and atleast I got hoa on this and will be reimbursed whats out of pocket.“
