We lived with a cap on our cold water line for a few years. Other people looked at it, nobody fixed it. Corey and Alex from Bevills finally did.
Instead of tearing up the slab, they rerouted the lines through the wall and eliminated the old slab line running to the toilet while they were at it. Tub, toilet, and lavatory are all on pex now, new stops installed, and they rebuilt the three handle Pfister valve. Pipes insulated, water on, no leaks.
