UPDATE:
The owner reached out and was very gracious in this instance. A full refund was provided, along with care, concern, remorse, and apologies for the situation. My husband was able to get the name of the barber that had cut his hair previous to this visit who has always done a great job, and though my husband's hair is gone (this was his last time growing his hair out, so he's just keeping it bald now), he will come back to visit his usual barber for beard touch-ups, and possibly for our son's long hair as well.
