Dr. Harvey Carter at Carter Eye Center in Dallas Texas is highly recommended by me for eye care, especially laser surgery. He thoroughly explains procedures and his staff efficiently handles insurance and surgery planning. As a patient I experienced a successful, simple surgery, resulting in improved vision the same day and as I had little to no down time.
