Fernando Calixto, landscaper for Andrew Maintenance did an OK job of yard cleanup. We had negotiated terms beforehand, and he'd agreed to put the refuse at the curb for pickup. He tried to tell me the City wouldn't do it, (not true), and tried to tell me that using his truck to take the clippings to the dump was the only other way. (Not true). After cleaning the yard, he left an enormous mound of loose debris at the curb, SEE PHOTO. When I asked why it wasn't bagged, he protested that I would have needed to say so, and that now it would be a surcharge of an additional 50%. That is known as an upcharge or bait-and-switch.
