We are not residents but needed to dispose of small (16oz/1l) propane canisters on our western us camping trip. I emailed ahead and they said they would take them as no retailers in town accepted them. When we made the drop everyone was pleasant, no questions asked. And the view is nice.

Free Hazmat products available to the public. Paints, varnishes, stains, primers, coatings household and garden chemicals. Some new and some used. Check the hours of operation before you drive out there, and bring a container to put your finds into as secondary containment for your trip back.
