Special Waste Drop-off - Rogers

Came to the yard waste facility to drop off several bags of lawn clippings. I know the facility closes at 3pm. I arrived at 2:51 pm. Both attendants were standing outside the double gates with it locked when I arrived. It would have taken me less than 5 minutes to empty the bags of lawn clippings I had with me. I took it I could not get in so turned around and left. This had happened more than once to me. I'm not sure why the facility is not open until 3pm as posted on the banner.
