Amazingly incompetent. Needed wall-through a/c for my renovation project. They insisted on a specific unit, which was unavailable at the time. Other equally good options were rejected until it became clear that one of them would be just fine. The construction delay was significant and cost me a very large sum of money in penalties for exceeding the agreed upon construction period. Non of this would have happened, if they would have done their homework.

Quite unhappy with RAND after our board hired them for a capital project. Their plans and specifications went out to bid after a long and thorough process, but were missing a couple of relevant items, resulting in costly change orders due before even beginning construction. The board felt that the contractor was in charge of the project after that, and not RAND as it should be. RAND services are quite expensive and are billed hourly once permits are approved, and they spent a lot of extra time because of the initial mistake. The board hired a third party Engineer to review the project and indeed found a few items that could be value engineered.
