I think HMS is struggling and for many reasons. Staffing is a big issue, experienced staff is difficult to come by in a small town and there in lies many of the issues.
On a nationwide basis rural towns do not attract Doctors, medical staff or administrative staff which puts medical services providers between a rock and a hard place.
Experienced medical staff, nurses, nurse practitioners, doctors etc. gravitate to the cities and wealthy suburbs, 'there are more doctors in Rio Rancho than all of Silver City'.
