I had Util Construction do a resurfacing of my ground level deck. Even at the first step of getting an estimate, I felt like they were going to a good job. Compared to another company I got an estimate from, they were more careful about checking whether the joists also needed replaced. The old joists were clearly rotting, so they did a complete replacement of the joists, and what they put in looked very solid. The composite decking they installed also looks exceptional, very flat, uniform, and tightly spaced, and they did a nice job of getting the deck as close as possible to the side of the house.
