I'm very sorry to hear about your dog Joseph. You should have called the police when this happened. Anyone that drives in to your yard - most likely your backyard, where most dogs are kept - could be arrested on multiple charges. First and foremost, trespassing. Then cruelty to animals, and probably destruction of private property - since the driver most likely had to drive through your fence. <end sarcasm>
