Ali Afzal informed me that he cannot notarize my hand written letter because it is not an official document. From my understanding, to notarize a document means to witness a signature to ensure that the signatures are not forged whether it is on an official document or a hand written letter. I received a second opinion from another notary public who claims the statement that Ali gave to me is incorrect. If I am wrong, please do correct me.
