We wanted to build a carriage walk or landing step (the small strip of concrete adjacent to the curb) but because that area belongs to the city, we needed a permit; and in order to get that type of permit, you need a contractor licensed by CDOT (Chicago Department of Transportation) for public way construction. If you have ever tried looking for one, you know there is no such list. I had to email and call concrete contractors asking if they held such a license and whether they would do a project of this size.
